Seeing how its been 2 full years already. Also CC (lvl 50), Undershore (lvl 60), PoA (lvl 65) are like the worst zones in the game.
The way you say it sounds like that thing about the amount of time it would take a monkey to type out a Shakespearean play by accident. Please note no accusations of monkeydom have been made in this post.
If and when it ever happens, I hope it either 1. won't be a bad faction hit (like farmers in valley) or 2. not impossible to fix said faction damage.

They have to decide what zones They have to go to each zone and change the ZEM (zone experience modifier) Franklin Teek (hot zone guy in PoK) needs to have his quests changed Skal Nethual (another hot zone guy in PoK) needs to have things changed So, like 19 quests in total, need to be changed Hot zones drop special augs, these have to be changed to drop in new hot zones As part of the quests, new NPCs have to be removed from old hot zones New NPCs have to be added to new hot zones Old Hot zones need to be reverted to normal, including removing augs from dropping Test to make sure it works Testing to be done to make sure 1000 other things not broken now Server hamsters demand extra food and new bling on wheels or they refuse to run new hot zones Management demands extra meetings with PowerPoint slides to explain need for increased hamster budget ??? Profit!
Old HZ augs aren't removed from loot tables. In cases where a zone has been a hot zone twice, you can still get both of the old hz augs. Maybe even on the same mob if you're really lucky. If those augs dropped from a weird split off normal dying mobs, or as a random proc while fighting a mob, those are left in as well.
