After installing the latest windows updates, everything animated in game was in slow motion (also affected Fallout 4 and Windows itself for me) Fix was to run "BCDEDIT /set useplatformclock true" from an admin command prompt and reboot Don't do this unless you have a timing related issue, as it's been reported to cause stuttering in other games on some hardware.
