It was intentional, but if you want to see it in the patch notes, it may take you a while. The silence was removed at least 2, and probably more than 3 years ago.

Yeah I haven't noticed any problems casting under visage since I ame back from retirement just over 18 months ago.
it originally did silence you but it's one of those occasions where as a class we griped enough about it and presented enough evidence showing why the silence made the ability of dubious use that we convinced them to change it. score one for the proletariat!
