Something came to mind the other day that may or may not be possible, but thought why the heII not. I was thinking of maybe a spell similar to bond of bonemaw, but instead of hitting just your target, maybe hit every mob you have agro on? Just spitballing here keep in mind, so don't tear me a new one!
Insidious Deflection would seem to do essentially what you want, with the exception that you manually cast it each tick. Actually, faster than once per tick, so even better than a dot
