Apologies if this was discussed and answered during Beta and I over looked it... Past several expansions have allowed raiders to purchase rank 3 spells off of the raid merchant vendor in addition to gear. After the Skyfire raid last night I went to check the raid vendor to see what was available for purchase. What I did not see were rank 3 spells of ROS spells. As thread title states... intended or oversight?
RK3 last time was on the NPC was TDS and you had to do raids to unlock the spell levels. It takes a lot for work and coding.
Yes, as you progress through the expansion and do raids, more items will unlock on the raid merchant or it should.
