To the best of my understanding, "Focus Mass Runed Spellcaster's Essence" can only be obtained via research. It didn't come up on my Heroic Enchanter's spell list and I can't find anywhere where one would purchase it. The recipe is on EQTraders. So, I collected the ingredients from one of my mules, jumped back to my Berserker (who maxed out all tradeskills), made the spells (a spare for a friend, too), and it's No Trade. This would mean that any caster that wants this spell needs to research it him/herself. Is that intended? If it is, please reconsider as the combine has a trivial of 494. Or make it sold at the appropriate PoK vendor.
It is quite intentional. They are even no trade on free trade servers. Given that they were created before all classes had full access to research, I can certainly understand the request to change it . . . good luck (but a few years ago this request was denied).
