As the title says, I think it was an oversight when the Froglok class was created that it did not get added to the race able to use the Regent Symbol of Innoruuk. It can be used by races with the Innoruuk Deity and are able to be clerics or shamans. As this item is from the Plane of Sky, and pre froglok era, I believe it was just passed over. My character was originally froglok, and to use this item, I switched my character to Troll. As I much rather return to a froglok than a troll, was this item passed by?
This item has noting to do with PoSKY. Here is the quest from Alla's. I have done the quest on my DE cleric, and once on a troll shaman I deleted long ago. I can assure you that I never went to PoSky to get any of the drops. However, I do agree with you that frogloks/Guktans that meet the class and deity requirements should also be able to do this quest.
