For the newest rank of Outrider's Synergy, the level requirement is 125. Considering that both abilities it works on (Engaging Drop Kicks and Jolting Drop Kicks) are only level 122 abilities, does the 125 purchase requirement really make sense? For comparison, I was able to get the last rank of syngery on my Cleric and SK at level 123. The cleric trigger spell is 122, and the SK trigger ability is 123. Making rangers wait until max level for their synergy seems like it may be a mistake.

You're making my point for me...it's never required max expansion level to buy. This seems like an error.
Perfectly reasonable, you aren't monks after all. It's gonna take a few extra levels to learn to jump up and dropkick someone 50 feet away and land on your feet without missing a single shot or swing, all with such kayfabe that your friends are inspired by you.
