Do you have Eye of Decay equipped? The BP focus and Eye of Decay both use SPA 413, so they won't stack.
The developer has explicitly condoned nonfunctionality of these foci for the hyperminority that also have the advanced chase aug that supercedes them. There is no intention to "fix" them, and not just not-this-time. Consider experiencing the issue to be a marker of supreme achievement.
While we are at it Essence of Defilement has been broken. Description says this clickie pet will do 12500 dmg every 5 seconds. In fact, it does 10k every 5 seconds (equal to the group version BP).
