Fixed Plane of Growth AoC not allowing level raid to enter.

    Today our raid was told by the AoC that we were not powerful enough to enter at level 40. We were all able to enter the open world PoG.

    This looks to be affecting the Gates AoC as well (Riwwi / Barindu are enterable in the open world zone at lvl 40 but not the instance).

    This is still not fixed. The Plane of Growth AoC is not allowing level 40s to enter.
