On of the new tlps make it a blue server with 2 months unlocks loy and ldon can be shorter,mercs in defiant armour removed,keep the mana regen from live.
I believe that is when the server is lower level than you are, but not so much lower that it is a lightblue, green, or gray server
A standard-rules Live server (so not FV or Zek) is often referred to by vets as a "blue server". The name stems from the fact that once upon a time, all of those servers appeared in blue font on the client's server selection list, a convention which is no longer used. There is no clearly identified standard-rules set on the TLP side at this point, but there have been three servers which share the exact same ruleset, so they can be considered the default setup, I suppose. If you can't guess, they are Phinigel (as revised post-launch), Mangler and Yelinak.
