No idea what this is. Right click mouse and it doesn't turn the player, it turns the world. Player stays where he is. It also zooms back and in with right mouse and moving the mouse.. The mouse wheel does nothing. I don't see any option to change that. The most basic movement for mouse that has been used for years has some how been messed up ... likely by me
try typing f9 until you are in first person, then mousewheel out. also see alt o - keys / camera and see all those toggles? Maybe you hit one inadvertantly? (or just F9 for that matter)
One of the toggled camera views is a long drag, right click mouse and pull mouse pulls camera waaaay out in 3rd person. What you described seems like that camera view.
