Never bought these before but are you sure the toon looking for them doesn't have them already? I suspect they won't show up if you already have them. That's the only thing I can think of unless they took them down or might be some issue caused by the progression servers.
Where is the Spell Rank Cap Increase item? It's been a couple years since anyone asked about it being gone and it's still missing. Please make this item purchasable again.
