   It's notrade on FV or at least used to be. Is it still no rec/req level, usable by level 1?

3. Gugagan Lorekeeper

   Several items from PoTime and EP do not have a rec/req and are usable by level 1 characters, so that can not be the reason why it is still no trade, it seems more like an oversight that should get fixed hopefully.
