No, they aren't. There are lots of player made maps available online. A poster on this forum called Orbital101 has put a LOT of time into making some great maps. I recommend his, link in is in signature. Another popular pack are by Brewall, just google Everquest Brewall Maps. Download maps, extract them to your EQ directory > Maps folder.
Don't put them in EverQuest\maps. The patcher will overwrite them. Put custom maps in a subdirectory such as EverQuest\maps\brewall and then use the dropdown selector at the top left corner of the maps window in your game to select the alternate map set.
