Can /target them, but cannot see them or their target rings to do turn ins for quest Just Recompense. This is causing a standstill for completing Brother's Island partisan.
Did you run up the ramp to the top of the tower? Theres like a weird thing where you have to camp character while in zone and then you can see them.
I did run to the top of the tower...I will try the camping out and back in suggestion, but it is still something that needs fixed.
This works camp out in the zone and log back in just from character select and Brother Sprudd appears
