did someone who has never played this game or heard of it make these items or im just getting ignored until next copy and paste expansion?

Are you joking ? It's as good as the T2 warrior COTF raid weapon, whose stun works to lvl 100 too. It's the exact copy of this raid weapon, and not expected that a group drop weapon shall be better than the second best war only weapon in this game (first being the TDS raid war only weapon).
Don't look at any of the focus-effect-bearing items which are part of this set then; you might become enraged.
IIRC Weapon stuns for tanks have not been used to stun even level mobs for years. They are used to generate a ton of aggro due to the way stuns and aggro have been coded. Lucy does not have seem to have any of the versions of this proc go to 105.
