I've heard that completing this gives a bonus to stats (possibly attack) ala DoN progression. Anyone have any idea if this is the case?

It's not. I think I know what you are confusing it with. Completing Savior (all quests and missions) and Challenger (all achievements in missions) in CotF zones ears you Hero's Vitality, Hero's Fortitude and Hero's Resolution AA that increase your stats. Those are not related to Hero's Journey in any way. Just do CotF stuff.
If I am reading the spell data correctly, the illusions (there are six of them that the Shroud can cast) are standard racial illusions and do not have faction mods. That doesn't mean that they have no affect on how various NPC's will react to you, but it will vary from NPC to NPC based on the NPC's racial preferences. The Shroud of the Council (the back slot item) seems to have a +100 faction modifier when it is worn for what I believe is the Circle of the Crystalwing faction (again, if I am reading the data correctly).
