they added the title "This is a rare creature" or something to that effect when you con a mob now. This way you know what categorizes a mob as a rare spawn. Basically its named mobs excluding old open world raid bosses like the planar ones and other mobs that are on a timer. Basically the rare creature needs to have a PH and have a chance to spawn after that PH has been killed.
So if a mob has 1% to spawn it will now be 2%? some of these hunters are hard to spawn stuck on a goblin warder but least I got surprised and saw circlet of shadows as loot on one of the mobs Andarriel
I saw it for the first time (well, noticed it, really) on a named in TDS (Katta) last night. I can't imagine a change to the CON text is dependent on the expansion you're in. It's a "feature", so should be consistent across all zones. Tat
Older expansions also. Not sure if they have gotten every rare in game but I know doing POP progression for the artisan's prize the named mobs in those zones had the title added. For expansions that don't yet have a hunter achievement attached to them they might not have this added yet but I think its a safe bet that if there is a hunter achievement attached to the mob they should have the title when you con them.

if they follow last years fall bonus's it will be 2 weeks of double faction, 2 weeks of lowered lock out timers and 2 weeks of 50% exp... so do not expect the exp bonus until the first 2 weeks of December. There is also the potential of double exp and "black Friday/cyber Monday" sales over the American Thanksgiving weekend, and of course we will probably get some sort of bonus for Xmas / new years soon after the launch of the new expansion as well.
