This is still an issue for group or raid. It's very annoying especially if the zone line is not near the succor point.
Had this happen this morning on Rizlona. 30 in raid, used guild portal to zone to Lavastorm. 21 landed in base pick, there were 128 in zone. Other 9 went to a pick.
