Some Ground spawn collectible items spawn in the top of cliff or ruin. There is no way to pick up them.
You can find spots on the wall you climb up high and then run around to them. Havent found one I can't get yet.
They are reachable without jet packs, just by jumping and climbing with a lot of precision. 3rd person view helps a lot.
