You already know which accounts voted for which option. A simple flag: If your account voted for 6 months AND the character is on Ragefire, then you are offered a free transfer to Lockjaw. If your account voted for 3 months (or now) AND the character is on Lockjaw, then you are offered a free transfer to Ragefire. Otherwise, paid transfers.
Or, they could not waste time trying to program this and allow transfers for everyone for a limited time and be done with it.
Just make people pay. If someone wants to move have them pay. It will cut down on the box armies moving back and forth.
So what if I would prefer one thing, but would be okay with the other, but my guild decides to move and I decide to go with them... Things change, if people want to move servers, let them, why only offer free transfers to some?
