Doh I have been away from the game since Velious; I'm not familiar with the vast majority of the game now so the chances of me guessing don't seem to high atm. A NPC that is only sometimes present in a city?!?! Umm, is this NPC part of a holiday event?
I am finding that answering only yes or no in this game is hard to do for some questions, Lol. Maybe I need to learn to elaborate a little more. The placement of this NPC would be considered much more city like than wild zones or dungeons
