I have done the quests and a trial of smoke. I have been in Realms of ash and collected the collectables and done 3 of the quests in this zone. This morning I am unable to zone in. The doors in the middle don't open in plane of smoke, and when I run around and get close it boots me back to zone in and says "you may not enter this area because it already contains the maximum number of players.
Do you have a lockout for a Trial of Smoke? You can only enter Empyr through there if you have a Trial lockout, or you have beaten all 5 of the Trials. Could be that, or it could be bugged who knows.
