Does innate weapon proc rate dictate augment slot proc rate, or are they exclusive?

If they are exclusive, is there a baseline for all augment proc rates?

They have nothing to do with each other. You have a proc rate for that aug in terms of procs/minute. If you are hasted you proc less per swing. If you are slowed you proc more often per swing. Your procs/minute remain constant.

This is why when people could shakerpage, they would duel a player and get slowed first, to almost guarantee procs every swing.

I know way back they were normalized to proc twice per minute. (and procs could be adjusted individually, some weapon procs fired more often)
Combat effects brought that up to about 3x per minute.
I have no idea on how that has changed since then with heroic dex and things.

So if they normalized it to 3 ppm. With the highest amount of dex you can obtain. What is the max procs that actually helps then ?

    +1 ppm (total of 4 ppm) ? +2 ppm (5 total) ? No way it's +3ppm (6 total)?
