Not sure if this is a bug or not. This cloak is missing luck which seems odd for something dropping in new ToV zones. Are the stats on this correct?
Tier 1 drops such as the item you are asking about do not have luck, much like TBL. If it has a recommended level, it is tier 1 (in case you bought/received it, and did not see where it dropped).
It probably should have luck. Tier 2 has 10 luck then Tier 1 should have maybe 5 luck to be more in line with TBL gear.
