I believe this to be a bug. The BST DoN Class only item Chain of Dragon Kin seems to share a hidden timer with the BST nuke Timer: 11 spells. I have tested this multiple times since DoN and into TSS. If I use the Chain of Dragon Kin before casting a spell like Glacier Spear or Spiked Sleet Rk. III the Chain of Dragon Kin receives it's expected cooldown and I can then cast the spell Glacier Spear or Spiked Sleet Rk. III. However if I cast Glacier Spear or Spiked Sleet Rk. III first there doesn't visually appear to be any timer on the Chain of Dragon Kin, however I cannot cast the item click until the spell cooldown has finished. I recently picked up another item Spirit Totem Etched Tunic which is another click that shares a timer (Recast Type: 8) with Chain of the Dragon Kin and the Spirit Totem Etched Tunic can be casted after casting Glacier Spear or Spiked Sleet Rk. III. This tells me it is specific to the Chain of Dragon Kin click. Let me know if any additional information is needed.
