Level 1 is purchasable during HoT and i believe Ranks 2 and 3 are also flagged for House of Thule, however Rank 2 requires level 92 which is not obtainable during House of Thule. This is a discrepancy between the expansion associated with the rank and the actual ability to purchase that Rank
According to raidloot.com, the second and third rank are flagged as HoT aas. But second rank requires level 92, third rank requires level 94 ... which are not possible when HoT is current. So it is a bug, but probably not the way you want it to go. 2nd and 3rd ranks should probably be marked as VoA.
