Can't install update

    When I try to install the update for 9/24/2015 it stops at a random percent. The error message I get is

    "Unable to write to Exception: Cannot open file - E:/Everquest/eqgame.exe (13) - http://eq.patch.station.sony.com/patch/sha/eq/eq.sha.zs/11/123/780427de933300e365e594ff2d6b20b8910. The file may be in use or you may lack the necessary permissions to install.
    "
    Is this because they still aren't done with the update?

    And if so, how have there not been any updates on a patch that was supposed to take 2 hours and it's now been 10...?

    Already tried that :( so it is working though? The patch is done?

    What os do you have on your system ?

    Seems requirement been increased to win 7.
