Bite of the Shissar XX

Someone approached me today stating that they were trying to make Bite of the Shissar XX, but got the message: "You are too inexperienced in your craft to even consider attempting." He is level 115 and has a make poison skill of 254. Bite of the Shissar XX trivials at 260. I don't recall needing to scribe any books to learn this recipe. Any ideas?

I believe that entire line requires it to already be trivial to make since it's all vendor bought.

I think all of those had a mimimum skill requirement that was high versus other poisons at the level, I just bypassed them by making others on my Rogue, who I mainly use for spider bite poison.

Minimum skill require is 286.

Another question about Bite of the Shissar XX:

What is the difference between Bite of the Shissar XX and Consigned Bite of the Shissar XX? Both buff with Bite of the Shissar Poison XI. In other words, is there any reason to use Bite of the Shissar XX over Consigned Bite of the Shissar XX, other than there being no refresh timer on Bite of the Shissar XX?

Consigned = No Trade, the mats are cheaper for them too I believe.
