1- Is this working on 100+ mobs? Especially the spell dmg part. Can anyone confirm? 2- What happened to this line? Enc are the only class to be able to cast group spl/dot dmg reduction?

I don't see anything about a level cap. It just reduces incoming spell damage by 9% up to a maximum of 2071 from a single spell (i.e. 30K dd is reduced to 27,969; 10k dd is reduced to 9100)
I also noticed our psalm line also didn't get any upgrades it would be nice if the gave us back the mele reduction and put it on a hit counter instead of a rune effect on dirge line
Bards not alone of not getting upgrades, of their good Things. Might be because of no level increase in NeXT expansion, and such be able to give them their then, maybe
