It is not open for anyone. As far as I know there wish no official eta in when it will be made available.
^My understanding as well. On progression, better off just rerolling the most replaceable character(s) on the account(s) you now want them on.
Yah, I don't think they made a new A-2-A tool since the change over to the DB Backend. It would take about 5 days of coding and testing to make it happen, so it probably isn't a priority.
