When logging in paid accounts the Crown and the Torch are on your cursor. And applicable conformation text is displayed that you were given both items. When logging in Silver or F2P only the Crown is on your cursor. The conformation text only says you got the Crown. No Torch is awarded. I checked this on numerous F2P/Silver accounts and none of them got the Torch. Is this intended?
