I'm getting the "Zone unavailable" error message whenever I try to enter Gotham City. If I try to load one of my hero toons that I know is currently located at Robinson Park, I get a lengthy loading screen and the "Zone unavailable" error message. So I switched to another toon that was located in Watchtower, flew to the Diamond District PD portal and then tried to exit out to Gotham City. That also resulted in the "Zone unavailable" error message being displayed.
