Would you put more cash in the game if know time capsule and bundle drop % ?

I think my only remaining complaint on seals and breakthroughs is the fact that the last 2 DLCs have introduced more breakthroughs on the Adaptive augments, with level 28 ALMOST being worth an SOC use. If that's not a blatant move to make us use up more seals...I don't know what is.
