Vote Excuse bug

If you do a vote-invite, and the majority of players vote yes (or no), the vote passes or fails as soon as the majority is reached.

The same happens for a vote-disband.

The same happens for a vote-kick.

But if you attempt to vote-excuse yourself, you can have yourself and six other players in the group all vote in favor, and as long as the final player does not vote, the vote is not allowed to pass. There is no timer. There is no majority concensus. Simply put, one player can intentionally halt attempts for vote-excuse by refusing to click Yes or No.

Please fix this so that, like every single other vote in the game, the vote will pass or fail as soon as a winning majority has been reached.

By the time you wait a minute to be excused; you will have gone beyond the deserter penalty.

Also: Why do these votes not appear at all as an option when the group is not full?

The bug with "excuse from instance" is that as soon as a majority is reached, the vote mechanic goes away but the person is not removed from the instance on a majority "yes" vote.
