Not A Bug Transporter to Calculatorbot Bounty Boss in BoP?

Right by the small kiosk near where the Calculatorbot Bounty appears from which one picks up the mission (unless you do it at BoP central) is a transporter circle. One would imagine it's for instantly transporting back to the BoP hub, but instead it's dead and nonfunctional.

Is this intended and the transporter is just a tease, or did the teleporter get neglected as regards turning it on?

Obviously not a crippling bug, but a quality-of-life issue.

The current design is that it's a destination only, and not supposed to send you back.

If you want to return, that is what warp menu is for.
