The weapons are rated as CR 121, so you won't see them until you're around that level yourself, as one of my alts is at CR 105 and he was shown Jack Squat by that vendor.

I tried to take a similar picture with Kyle Rayner on Mogo, but I swear, that kid's jumpier than a kangaroo on Speed! Just TRY to get that kid to stand still in one spot long enough for you to pose and snap a good "selfie" with him, I haven't managed to do it yet!
