I attempted to download the game from steam and directly from home site, both of which provided the same outcome. The launcher would load up extremely slow (if it even decides to). Upon clicking the play to start the game a small black window similar to a command line would appear then close. Repeating the process would force the launcher to close all together. Reading prior forum discussions it seems that I am not the only one having this problem. Timing could not be worse because I would actually like to subscribe.
In order to possibly resolve this issue I would suggest that you reset your Internet options by following these instructions: Go to Start > Control Panel > Internet Options > Click the Advanced Tab. On the Advanced Tab Afterward click Reset > Delete Personal Settings > and click Ok. Then go back on the Internet Options and on the advanced tab, scroll down to Security and un-check "Check Server Certificate Revocation" and "Do Not Save Encrypted Pages to Disk" then click on Ok. If your problem persists please feel free to open a support ticket with us for further assistance.
It Still did not solve my issue. I find it strange that my firewall is not even picking up DCUO as a program to allow through
