tanks are supposed to keep aggro and stay alive if someone is able to fufill that job and also hit hard then they do both. that is dictated by the content your running your build your SP and arts and most of all your lvl of skill with your power of choice
In a manner of speaking, yes, Tanks are meant to do low damage in MMOs. Its just this particular MMO has no idea what it is anymore. A Tanks main focus is making all the enemies attack them instead of their teammates by drawing what's known as "aggro". You pull enemies over to you with powers, try to keep them attacking you instead of your team, whilst using other powers to try to mitigate the damage you're receiving like healing powers or shields. If you're new then don't worry about all the waffle of Artifacts and SP and Augments etc, just focus on the basics first.
