Looked around first but did not see this reported yet: With the new On-Duty UI, a player can not be invited to any on-going instance if they have a queue currently active (it will state invitation failed after voting). They have to first clear their entire queue in order to be invited to an instance in progress. I am on Xbox, so I am not sure if this is occuring on other platforms.
This happens on US PC/PS as well. Not sure if it's intended behavior or not, IMO generally not too disruptive except when trying to ninja people.
I thought so at first as well, but the amount of times seeing it having to be said repeatedly in chat for someone to clear their queues to be invited is showing otherwise. Not game breaking of course, but an extreme annoyance. Also would suck for someone who made a long queue list but would have to erase it all just to be invited. Not sure it sounds intended if I put it that way. Knowing how folks don't like being hindered and slowed down when running instances, I'm surprised there aren't more people complaining about this currently. But what do I know? ¯\_(ツ)_/¯
