Well, first the game isn't divided like that. Elite and average changes over the course of months, the same person can belong to different % in a small time window depending on when you measure it.

Second the voice of the players on different levels doesn't really have the same impact on the company. The average 50% could be full of free to play casual players who aren't really interested in the game or don't support it regularly, while the top 20% are the ones who grind artifacts, capsules, bundles and feats. The top 10% might represent much more of the active community than you think, we don't have the data to make suppositions like yours.

Just take a look at OC, according to Mepps it held many all times highs for half a decade, it definetely wasn't a dlc targeted for the bottom 50%, yet it was a strong success.

Good example of this is how 99% of the wealth in the world is owned by 1% of the population.
