Seems that after the last hotfix, the dominance stat has not received any buffs while in dps stance. This prevents even basic CC powers and weapon attacks from triggering the desired effect on enemies. Pulls, repels/repulse, popups, etc no longer work unless you switch to tank or controller role, which then applies a healthy dominance stat buff.
Update: Yep, it's a bug. So far it's not targeting every powerset either. My rage character in DPS stance gets only a meager 100 something dominance. My sorcery character gets over 7000 (dps stance). Might have to dust off my alts to see if it's only rage or any others are being effected.
