My league and I are having issues with it. All the chat tabs went away and no one can talk to each other. And we are all in different instances. So I know its not an instance issue.
Chat has been a disaster since GU34, at least on PS4. I had all of the issues you did as well as having all incoming chat be extremely choppy and impossible to understand.
Post GU34 I get randomly sent back to the character select screen now while in an instance on the ps4. That's always fun
