The bubble power that water uses has role-specific effects. The damage role gives the player a chance to deal extra damage, but this effect gets canceled out by any healer role that runs a 4-person sheild. The bubble dissipates along with the effect. But other healer roles are not affected, but other healers shields are. Also, the artifact, the clarion status effect, cancels bubbles as well, but other healer power shields are not canceled by it.
Water is not a new power set, it is not new content currently in the debug phase of pre-release on test center. You're in the wrong place. Post this in the bug report forum.
