Collections are RNG chance or they 100%drop?

Most likely Rng. So far the droprate seems to be roughly 12-15%. Every raid seems to have at least one person drop it as of right now.

Does these have to be ran on omnibus? For instance, do we only get these drops if queued omnibus, and not queue specifically for it?

Additionally, is there a higher chance at the drops in elite, can you get them at all in elite, or only regular?

Are you sure #2 drops at the Gotham university duo?

It doesnt matter from where you get into these instances.
They can all drop in N and E, E+ most likely too.

I cant confirm an increase in droprates when doing instances on elite difficulty, but a raid like Cue will always be more worth it than Cun, if you're hunting for money or just try to get other drops passively.

Yes. I'm on my 20th run without it dropping for me, but it dropped for my team mate in one of these runs.
