99 unattuned gear, turns into 98 gear when used.

    gear i got from HOH, listed as 99 when in my inventory and unattuned, when i went to equip it, it turned into 98 level gear.

    Fixing how ? Is it meant to drop 98 gear or 99 ?

    98. The only 99 gear in this dlc is the vendor gear.
