I am a little confused by the question. I'm going to say "Yes" because it can't be summoned at all. Yes
Well, as an example, a familiar is clicked and summoned. It is also frequently something you can place, but it's not only placeable, it's also a walking NPC buff that follows you.
Is: - An NPC, but..... - In the game - In a city type zone (or possibly zones btw) when present - The NPC is a playable race - Visible - In the Planes - An NPC in a part of Plane of Knowledge - Possible to be in the Guild Hall - Placeable - *only* placeable, rather than being seen by other means (such as summoning) Is Not: - Lootable - A place - An NPC inside a "monster mission" or other instance that players can become - An NPC that is supposed to be killed for exp and loot (as opposed to a merchant or some idle NPC that serves a purpose ) - An NPC that you speak to for a quest - Part of a holiday event - An NPC in Velious - Located on Norrath - On the moon - In the Guild Lobby (sorry for the confusion) - A soulbinder - A mercenary - A tribute master - A combat dummy - A veteran reward - Bristlebane - A banker - An aug distiller merchant - A mount vendor - Female (does not have boobies) - A vendor that buys and sells items - Useless - Something with strings - Karl Malone - Related to $medly bucks - A shroud master
To avoid confusion let me reiterate that the answer to it being in Plane of Knowledge is yes because the Guild Hall (and Sunrise Hills) are technically part of the Plane of Knowledge. The NPC is placeable by players so the answer to your question is: Negative, it isn't always in the same place
Oh! I guess I don't have that much experience with placeable NPCs. Back in the good old days an NPC was someone you hailed only to be smacked for 140 points of damage because you were a stinky Troll...
Negative It may be possible for the facial features to be different depending on the player who puts it down, I'm not 100% sure on that, but otherwise it's always the same basic appearance.
