with the map locked on koltar. you are just losing players. i am told its on that map due to low player count. but people log in see that map and log off. so how is player count going to go up?
Tomorrow's update will address this matter, here is the note found in the patch notes. Reduced large continent unlock requirements so that Koltyr becomes less frequently available on lower population servers.
