    So I am running a budget pc, and so far with Medium settings I can get about 70 fps in most areas but it drops really low during battles/open areas.

    It appears my main bottleneck is my CPU.

    Here are my specs:

    CPU: AMD FX 8120-Eight Core Processor
    RAM: 4 GB
    GPU: AMD Radeon HD 7700
    OS: Windows 7 64 Bit

    Things I've done:

    1: Unparked all my CPU cores
    2: Razer Game Boster
    3: Decreased my audio channels(this did help alot)

    Here are my rendering settings:

    [Rendering]
    OverallQuality=-1
    GraphicsQuality=2
    TextureQuality=2
    LightingQuality=3
    EffectsQuality=2
    TerrainQuality=2
    FloraQuality=2
    ModelQuality=2
    RenderDistance=2500.000000
    Gamma=0.000000
    VerticalFOV=55
    ParticleLOD=0
    ParticleDistanceScale=0.650000
    FogShadowsEnable=0
    VSync=0
    AO=0
    MaximumFPS=250
    UseLod0a=0
    BloomEnabled=0
    MotionBlur=0
    ShadowQuality=0
    Smoothing=1

    So can anyone assist me to make my game run better?

    Set everything to low, shadows/flora off. Decrease the render distance to 1300. Disable smoothing. Decrease the render quality to ~90.

    You can set the Windows power plan to high performance aswell. This will reduce stuttering.

    u need 8 GB ram at least to get decent fps (30+ with that cpu) in really huge batles.
    another thing u could do is set planetside2_x64.exe to high priority to boost fps ( really helps for me) get. procces lasso full version for that.

    I have a similar cpu ( AMD X6 1090T ) and HD 7770.

    here is my useroptions.ini. i get decent fps with this settings. i tried everypossible setting and this is the best ive got so far. i am not finished yet optimizing it. i might change somethings in the future but for now this is really the best option for me.

    [Display]
    FullscreenRefresh=0
    Maximized=0
    FullscreenWidth=1920
    FullscreenHeight=1080
    WindowedWidth=1437
    WindowedHeight=978
    RenderQuality=0.930000
    Mode=Fullscreen
    FullscreenMode=Fullscreen

    [Rendering]
    GraphicsQuality=4 (u willl feel that the game feels smoother. ignore the "tf" thing ingame under graphic settings this is ultra!)
    TextureQuality=0
    ShadowQuality=0
    RenderDistance=500.000000 ( set it to 1000 for vehicles or 1500 for flying. i play mostly infartry so it doesnt bother me)
    Gamma=0.150000
    MaximumFPS=60 (set this to whatever ur monitor mhz are)
    UseLod0a=1 (this boost fps trust me. default set to 0)
    VSync=0
    OverallQuality=-1
    LightingQuality=5
    FogShadowsEnable=0
    EffectsQuality=1
    TerrainQuality=4
    FloraQuality=4
    ModelQuality=4
    ParticleQuality=0
    ParticleLOD=0
    MotionBlur=1
    AO=0
    GpuPhysics=0
    VerticalFOV=64
    ParticleDistanceScale=0.450000
    BloomEnabled=0
    Smoothing=0 (optional to set it to 1. do it if u feel it some people recommend it)
    SmoothingMaxFramerate=60
    SmoothingMinFramerate=20
    UseAspectFOV=0

    [Sound]
    UseFloat32Output=1 (fps boost. default 0)
    MaxVoices=96 (u can set this to 40 if u want 100% fps boots but i didnt notice any fps boost doing that.)
    SampleRate=44100 (add this line. check in control panel -> audio that u have it set the same otherwise u will crash)

    [Terrain]
    RenderFlora=Off (fps boost. default set to on)

    another thing. Graphic quality, texture quality, render quality and model quality are gpu intensive. shadows, render distance, lightning quality (not sure here. might be gpu), effect quality, flora quality, particle quality and voices are cpu intensive.

    - I am not sure about lightning quality. i believe it is cpu but i need some confirmation from others.
    - texture quality: set this to high or ultra only if u get more rams. otherwise i would stick to low or maybe medium.

    Get another 4GB of RAM.
